There are five tiers of gear: Common, Rare, Heroic, Epic, and Legendary.
You cannot get Legendary gear until you are at least Rep 7. One you're Reputation 8, all gear is Legendary.
If I remember correctly, each tier of gear has six levels. So a piece of Common gear can be Level 1 through Level 6. A piece of Legendary gear can be Level 25 through Level 30.
The maximum gear level you can have at any point is (highest available gear tier) × 36, because there are six gear slots, and each of those has six possible levels for each tier of gear..
So if you're Rep 0, the highest possible gear stat is 36. If you are Rep 1, you have access to Rare gear, so the highest possible gear stat (with maxed out Rare gear) is 72. If you are Rep 3, you have access to Heroic gear, so the highest possible gear stat is 108. Epic = 144. Legendary = 180.
Rep 7: You start receiving Legendary gear, but also still receive some Epic gear.
Rep 8: You only receive Legendary gear.
Rep 9: Some of your Legendary gear has a chance of also being "Refined," which allows for an additional, extremely minor upgrade level.
Rep 10 (as of tomorrow / Season 6): Some of your Legendary Gear has a chance of being "Refined II," which is the same thing only better.
The two "refinement" levels don't impact your gear score, and the marginal benefit they provide relative to normal Legendary gear is extremely small.
