Seriously. Some characters, their deflect being affected by HA isn't a problem (shinobi comes to mind) but for others, like peacekeeper, it kills any reason to even try for deflects.
Maybe deflects should trigger a bounce animation, like a blocked light? Then you shouldn't need to go through hyper armor.
Deflects are supposed to be high-risk, high-reward. For most characters, despite the difficulty of pulling off a deflect, they don't have a suitable reward.
I will admit, Glad and PK are the only assassins I really bother with, but for PK at least, I'm actually better off early dodging and just going for a stab+bleed follow.

there is a reason to deflect woth her because it deals more than her parry punishes can ever dream of
Also, as a bit of an aside: I don't like relying on PK's bleed to kill. It takes so long for enemies to bleed out that they have more than enough time to potentially kill you before they die. There's also no way to directly capitalize on the bleed, unlike Shaman or Nobu. IIRC PK's bleed DoT is actually the slowest in the game. It does you no good to apply a ton of bleed if the time it takes for it to really have an effect is long enough for the enemy to slaughter you. I suspect that's likely the only reason the devs allowed stacking for PK.
While not every hero has Hyper armor, PK's deflect is still sub-par, because unlike every other hero with a deflect, her stab can still reliably be interrupted by the target just throwing a light/continuing their chain. I've messed around a bit with every assassin, and the only one I've ever had issues with being interrupted (without HA in play) before I can inflict punishment is PK. I've yet to have that issue with others, outside of Nobu hidden stancing.
Hence why I mentioned that deflects should, as a global rule, trigger a recovery. So that you don't get punished for pulling off the more difficult and risky move, and instead have the reward guaranteed.
