The difference between a rep 1,20 and even 50 is different from my experience.
But i've fought rep 70 Highlander's and rep 20 ones. They fight exactly the same. So once you hit a certain rep with them, your skill has reached peak.
I'd say Berserker is a runner up as well. Due to him having dodge cancel in combos. You can do some pretty bm-y skill ♥♥♥♥♥ with em.
Also he has hyper armor, unblockables, delayed combo lights and a viable deflect. So you don't really have to worry about high tier either if you care about that boredom of a discussion.
So my votes are: Shaolin or Berserker.
Conq can survive a gank real long with his zone, heavy to full guard, and with his immortality on zone B.
He is fun when using right.

HL
Chained top heavy HA 45 dmg is a real beast. With target switch, you can dash forward heavy, then use side heavy cancel while targeting another guy, then do chained heavy on another victim.
Not always works, but if work, work wonder.
Can up trade with most heroes, thank to 45dmg top heavy, so if they using HA, HL has an upper hand.

Has a massive reach on OS heavy and OS grab. Kick kinda sucks, but work when gank, thank to heavy soft feint to kick
Tbh, HL is not very fun to me because he is too slow and his reach in DS is awful.

Zerk on high lvl sucks because when using 400ms delay HA light, there is a huge risk you eat a light parry punish. But his anti-gank is awesome.
He is one of a few that pressures other when being ganked. lol.
Ps: zerk is great because he actually uses light/heavy/gb to defeat opponent. Gotta admit it feels better than using bash.
He also has the most satisfying OSS punish. It's just such a great thing to see.
I must also recommend Gladiator. Although Gladiator is not very strong or meta, he has a more grounded and consistent toolkit with many options. He doesn't do a lot of fancy things, just an assortment of deflects, feints, bashes and a great zone that can guarantee damage in the right situation. Although Gladiator is very limited, there's a great deal of difference between an intermediate Gladiator and an experienced Gladiator. You can see the discrepancy between two Gladiators very easily in practice, as opposed to seeing two different Wardens who can often seem exactly the same skill level regardless of experience.
Another great choice is Shaolin. Although his moveset is somewhat limited, it's very easy to take control of your opponent and force them to take a defensive stance. With Shaolin, you can get read after read after read until their health is whittled away to zero.
Lastly, for the more moderate and well-tempered swordsman, Kensei is a great pick for someone who values consistency and simplicity in their battles. Kensei's moveset is very limited, but has the most diverse and versatile moveset of the vanguards. Even though he's simple (and, admittedly, not very meta), mastering and winning with Kensei will always feel like a victory you rightfully earn, even if you spam light feints and elbow bashes.
Just spam
