This would legitimately be completely fair. Could have an exchange rate of like 2000 - 5000 per crate and I think that would be totally balanced.
Devs won't go for that, I'd say take what we can get but they probably won't go for the crates either. It's just in my mind I can see them actually doing the crates, whereas the steel I could never see them doing.
I'd like it if they removed steel-costs from changing the look of an item to a slightly higher Salvage cost.
Maybe some daily action that allows to skip orders in favor of new ones for salvage?
Maybe even roll completely new orders if they have already been done.
Maybe create Items of certain looks with random stats, or rerolling the stat on an item without changing the looks.
There are so much things they could do with this.
Add a system that allows Salvage to be rolled into something random. Like a gambling system where you get a higher chance of something nice the more you invest. Like:
Gear, Crates, Emotes, Execs, Effects or even Outfits or Outfit bundles (or even heros if you dont have the SP) Basically a Lootbox system. Duplicate items would be turned into a fraction of the items steel price.
Salvage could generally just become a second-level currency that can be used to substitute up to a certain amount of steelcosts on items. like making a mythic outfit only cost 7500 steel but also 100000 Salvage.
A straight conversion to steel wont happen due to the fact that their MTs are reliant on steel-gain rates staying constant. But I could imagine them working it into something else. Without knowing how much they actually make with MTs, I could assume that some of the options above are more propable than others.
