IF it works they'd have to have the Uplay app on PS4 (I'm assuming PS4 has one. The Wii U did and I think the ps3 did) and add you from it. Or they could log onto a PC and add you.
Of course these is all assuming that Uplay still controls the in-game friends lists on console and it isn't handled by the ps4
tl;dr: It's likely to be not possible.
Just the faction war.
Final fantasy XIV (the mmo) did it too. Across PS3, PS4 and PC. It's very possible, more than likely it's either sony or microsoft not wanting to mix both crowds (which is just sad).
