As to why that might happen, see above.
1. Don't think so, I mean it seems to bounce from 30-32 so I don't believe it's locked. How do I check?
2. Just started my PC up again and left it off all night so it could relax. Still only getting 30 :/
3. Maybe... but nothing intense is really running in the background that would interfere. I usually keep the same programs open (Steam, Spotify, Discord.)

Yes, that creates problems. But the OP isn't getting 144 fps, otherwise vsync wouldn't reduce him to 30 (if that was his problem - doesn't seem like it).
And yes, vsync does negatively effect fps in a certain way. It makes sure that the fps are an increment of your monitor's framerate to avoid the problems you're talking about. That means if you have less than 60 fps on a 60 Hz monitor, it'll lock the framerate at 30. I know this to be true because I use it to reduce fps to 60 instead of needlessly overworking my graphics card in games that run a little bit too well without benefitting me, thus needlessly heating up my graphics card. And it works.
Just in case anyone's noob enough to fall for this: Don't. Just don't. You don't want to delete your windows system directory.

Restart it and you should be good to go
