Menus are CAPPED to 60 fps. Check the patch notes. Why in the world do you want 144 FPS in the menus? There is absolutely ZERO difference between 144 and 60 FPS in the menus. There are no fast moving objects on the screen.
So it's not a bug. It is intended. No point grinding the GPU where there is not much to show

I'm glad that it worked out for you. It's still a mistery for me why would you want 144 FPS in the menu, but if you would like to customise it to your liking, why not?
