That was pretty much my experience although I'm pretty sure it was server heads owning like 50+ properties each and the people below them having their own housing monopoly and below that typical real estate hoarding.
The Whale scene being every bit as offensive as it was in retail, perhaps even more so given the limited population.
So few players and yet you'd be lucky to find a square inch of land in some flea-infested swamp in the middle of nowhere. This kind of reinforces my opinion that the one true constant in MMO's is that the playerbase remains the same, which is to say, generally your direct competition and nothing more.
