To be more specific it's a Witchcraft skill that allows you to summon a "pet". In addition to this you can have a battle pet help you in fighting. Certain world bosses you can even catch and use as battle pets. So while not exactly "summoning" or "beast taming" you can have up to two pets fighting alongside you in the open world (one if you're in a dungeon/instanced area like that since you can't use battle pets in there).
