Unfortunately, being able to transport trade packs means the Speedboat will probably never be "speedy". The Speedboat is second to the Schooner in being able to transport the most packs on sea and the jump can kind of help with escapes (though the slowdown upon landing is pretty ass). And because there are no real obstacles on the sea, going too fast would be more advantageous than say a car (which really needs to stick to roads to have its full potential).
It's a shame, but the devs probably won't make any of their vehicles go "fast" unless they can rework pirating interactions; if vehicles are too fast, then there's no real way for players to intercept them and steal packs with current mechanics.
