2) I find Dandelion OPer.
But yes, he is very strong in combat. Triss though has a spell to ignore all Obstacles and another to remove all Fate tokens from her character card, which I found incredibly powerful and allowed her to beat Geralt. Geralt tends to have loads of Foul Fate to contend with on his actions and canot avoid those obstacles.
Not tried the other two characters yet.
I too find Dandelion and Yarpen to be more capable when they are in the same regions as either Geralt or Triss since they can manipulate the map.
Geralt and Triss are basically the monster killers , while Dandelion and Yarpen are the manipulators. After fully developing any character , nothing can really stand in any character's way.
You can however, take any character and rush to win by completing the quests as fast as possible by traveling.
Triss: 94 VP in 47 turns
Geralt: 112 VP in 45 turns
Yarpen: 113VP in 44 turns
Dandelion: 97 VP in 51 turns.
Dandelion suffered in a single character game because he gets VP from other characters.
Balance seems mostly ok. Though I have to say that Geralt is the least annoying and the most straightforward character. You click brew and get charges on every potion, no need to select it manually. You can go to any region and battle monsters instead of avoiding them.
Yarpen is definitely the most irritating one. Commanding dwarfs gets annoying really quickly. Command--> select the character that charges equipment+1other--> place charges--> Dwarwen banner--> select the character that charges equipment again--> place charges.

Play an offline game with just one character (I recommend Geralt). Spend a few turns travelling+developing then start investigating.
