high fps but microstuttering when moving camera and basim around. I checked with msi afterburner and saw that the 1% lows are very low.

The 1% lows can be affected by a number of aspects:

the graphics level and resolution settings in the game,
the storage performance (we recommend an SSD),
RAM memory speed and latency,
outdated drivers (for GPU, motherboard),
software and processes running in the background.

The game is installed on my nvme, ram is dual channel 3600 mhz, gpu and chipsets drivers are up to date and windows is updated. Apps in background are disabled. I tried to lower the graphics to medium and it kinda fixed it but still, 45 fps as 1% low with medium settings is still unplayable. I don't know if this helps, but when I just installed the game and played it the 1st time it worked well with no stutters at all and my 1% were high. When I booted it up the following day that's when the troubles arrived.
