that boots the game quicker, and it might be a problem with the videos playing or something
other things you can try and making sure that ubisoft connect is loaded fully before trying to play the game.
make sure ubisoft overlay is off (i sometimes find that overlays can mess with steams overlay)
and try and see if only one monitor works. disconnect the others temporarily. just to remove that from the equation
After two hours of trying every possible solution I decided to make a clean installation of Windows 11 and now the game works. I don't know what Windows setting was preventing the game from running, but reinstalling Windows fixed it.

My specs are Ryzen 7800X3D + RTX4090 + 32GB
I tried all suggested solutions and some weirder ones found on Youtube regarding this same problem, nothing worked. My PC is correctly optimized and updated and I play a ton of new AAA games, I just finished Space Marines 2 and Silent Hill 2 for example. I even played Avatar Steam Version without problems.

Sorry to hear it Assassin's Creed Mirage does not launch on your PC.
I can see you have done quite an extensive troubleshooting already.
You hardware is definitely enough to lunch the game, so it's not the issue here.
You mentioned disabling 3rd party apps from the background. I just want to make sure that would include additional overlays like GeForce Experience, Overwolf and Discord.
Also, are the game and Ubisoft Connect installed on the system C drive?
If not, please test it.
The 4 screens you mentioned you have, I cannot tell you if that is the issue or not, I cannot even test it myself, as I do not have 4 screens.
Please try disconnecting 3 of them for a test.
Are all of them the same resolution and DPI settings in Windows?
(Scale and Layout setting in Display settings). Make sure they have all set 100%.
What is the Windows version you are using?
(type WinVer in the Start menu and press Enter)
Interesting, I'm glad that worked for you! I would love to try that myself actually but Windows 11 won't install on my hardware because it's "too outdated". Maybe I should get around to force installing it anyways as Win 10 support ends next year lol.

Yes, Ubisoft Connect is installed on C, monitor disconnecting did not work, as far as screen resolution my main monitor is 1440p @165hz, the other 3 are all at 1080p @144hz.
Winver: Win 10 22H2 (OS Build 19045.5011)
Ultimately, I do have a Steam Deck and I installed it on that and it does boot. If I have to, I could just play it on that. Thanks for the help anyways! If I find a solution, I'll be sure to post it here to help others who may be having the same issue.

As for Windows 10, I would not blame it here. The game works just fine on Windows 10, tested on my own PC.
There must be something else.
Do you overclock or undervolt your GPU or CPU? If yes, please reset the voltage to default settings for a test?
What is the date of your BIOS?
Perhaps it's way to old compared to the system and drivers?
You can find it in the System Information - just type "system" in the start menu.
No, I do not under/over volt my CPU/GPU, only thing that my 1070 does is overclock itself since its an evga sc 1070.

Yeah my BIOS is pretty out of date, but I never really considered it too much of an issue, I've only ever updated the BIOS once in my mobos lifetime.

I would still recommend checking for a newer BIOS version, simply because you are running newer software - Windows, drivers, etc. Four-year-old BIOS may cause issues.
I'm not insisting this is the reason the game does not work on your PC, just to be clear.
Try re-installing Visual C++ 2022 redistributable x86 (not x64).
Check DPI scaling in Windows.
With more then one monitor, it's probably better to change the DPI scaling in the game exe file directly.
Locate the game exe file - depends where your Steam is installed - and then:
Right click > Properties > Compatibility > Change high DPI Setting > Override high DPI
