So I had to do the following:
1) Right-click on your desktop and choose NVIDIA Control Panel
2) Click on the first option under Display - Change resolution
3) Click on the 3rd options
"Use NVIDIA color settings"
4) Click on Output dynamic range, and choose Full
5) Click on Apply, bottom right
Then all the games with HDR that didn't detect my monitor is HDR enabled would enable me to turn HDR on.
@CBlade, thank you for sharing your workaround.
HDR can sometimes be a bit tricky. It also depends on the actual capabilities of the screen, its maximum brightness and/or HDR certification.
Some screens allow to enable in-game HDR support but their actual HDR capabilities are too low to cover the full range. Manual adjustments can be necessary.
@Xzall, thanks for your question. I hope CBlade's answer helps you. As for the HDR on/off, there is only one button for it. If the ON is highlighted, the in-game HDR support is enabled.
