Can't find prison key.

Doing Jailbreak mission. I have killed and looted the majority of the guards with the exception of the guards in front of two main doors. I am in the inner prison and there are lots of locked doors. A google search says the the heavy guard on the roof has the key. He is dead in a hay stack. I do not see any keys anywhere using eagle vision or using Zara.

It's probably a bug. Then again, it is prison. Could be in a prison pocket, lol.

I found it. It was actually a different key. One key is pilfered to open a chest. I already used it. The key I was looking for was story related.

For the prison rescue mission, are the guards forever gone once i cleared it? Now i have the keys to unlock the treasure chests.
