How to create a culture mod

I cannot figure this out for the life of me. I have tried putting my own folder in the Culture Directory with the CityNames, PoliticalSystems, and State Names but I cannot get it to show up. I tried creating the Mods folder in the StreamingAssets Directory as well but that did not work. Can anyone help me?

Create the "ContinentName" directory in the base/culture. Put in your citynames etc. When you open the game, goto Map Editor then culture set. Your culture should be grayed out. Just select it and remove the default and then press Generate Country or Generate Map. This should resolve the issue

Ive already tried that. When I do that it doesnt load all the Cultures that are below it. For example if the Continent name starts with V, Western Fantasy and World II do not load

and it should work. HOWEVER, if you opened the file using excel then that would break things. so what i did to fix it was open it using notepad, and added "," after every row. for some reason the absence of "," breaks everything, so make sure its in your list.
