How do you create a new political system?

So i made a new folder in the "StreamingAssets" called "mods" and inside is a "culture" file and in that one is a folder called "ExtraDoligies" i appers in the workshop upload tab but for some reason i don't see any new political system in the countries tab! How can i fix this?

Sorry, I can't do that right now. I'm creating an entry system focused on government forms that will allow players to assign various attributes to custom government forms, just like the built-in government forms. This system requires some time, so please be patient.
