I want to Mod

Is there a primer anywhere on how to start modding for this simulation? I have a lot of ideas and a little programming experience, but I am unaware of how to start when it comes to mods.

I think for now you can make mods only for making more names for states but im not sure about that. Check the guides for that. If coding IS allowed then that would be a game changer but for now I have no idea if its compatible yet.
