So I've been in front of the registration spot first thing on the 29th and 30th, but it doesn't say anything about actually joining. Does anyone know what I'm doing wrong?

Also, don't quit the farmer job (the first tier) when you register. It's an odd thing and it does tell you to quit your job if you want to be a scholar but that counts for every job but farmer. You'll be kicked out of the ranking to become a scholar if you do
