Three Dots = Prison Tattoos (?)
Since the game deals a lot with prisons, the ubiquitous three dots might be a reference to prison/criminal tattoos (see: http://de.urbandictionary.com/define.php?term=Three+Dots):

Meaning, "My crazy life", each dot representing one of the following: Hospital, Prison, or Death.

A while ago I read somewhere else (but can't find the source again) that in japanese gangs the three dot tattoo is a sign for a code of silence (like the Omertà) each dot representing one of the three wise monkeys ("see no evil, hear no evil, speak no evil": https://en.wikipedia.org/wiki/Three_wise_monkeys). In this interpretation the dots could be Coda telling Wreden to be silent about his games.
