For those having stuttering issues....2023 FIX
1.Download the windows timer tool and set the timer to 0.5 ms (http://vvvv.org/contribution/windows-...)

2.Got to the main Folder of the game, open the System.cfg file and add this line:
r_NumBackbuffers=3

3.Set up a profile for Ryse in the nvidia control panel and set "ultra low latency mode" to "ultra"
(this is due to a bug in the latest nvidia drivers, that cause stutter and framedrops in Ryse and Crysis

4. Right click on the Windows start button and select "power options", then click on "additional power settings". Now choose the "High Performance" power plan for intel and "AMD Ryzen Balanced" for AMD. If you only have the option for "Balanced", then click on "cerate a power plan" and pick the high performance option.

No need to change OS timer(also the link is broken), just set highrestimer in the config file:

Trust me, it's worth the setup. Game runs butter smooth and just feels like a brand new game that released this year. The link I posted doesn't work for some reason probably due to steam privacy security, I can send you a YT how to setup just message me real quick :)
