Hi Destiny, this solution is working indeed. Thanks a lot.
Actually, just to add some more salt to your workaround, the steps to be done are the following:
1 - install Riva Tuner Statistics Server (it is an optional package installed together with MSI Afterburner)
2 - open Riva Tuner and inside the list of profiles add the Ryse exe (found in the xx:\Program Files (x86)\Steam\steamapps\common\Ryse Son of Rome\Bin64 folder, or wherever you decided to install it)
3 - Once added on the right portion of the Riva T panel define the fps limit you would like to see applied to the game (like 61 fps if used with V-sync on 60hz monitors, 121 fps if used with 120hz ones...or whatever number you deem suitable for you)
4 - in MSI Afterburner go to settings - on-screen display and in the frame limiter section define a keyboard shortcut to toggle the limiter on and off (like ctrl + f or whatever)
5 - now, while having MSI and Riva Tuner active (also minimized it's fine) run the game. Nothing should change in-game until you toggle the limiter on. After a few moments, the unstable fps issue should be fixed.
6 - you can then toggle off the limiter if you want as the performances now are as intended for the entire session. As soon as you start the game again you should toggle the limiter on again to re-apply the fix.

V-sync and Free Sync work without any issue and are not affecting negatively this fix.

Kudos to you Destiny and also to this guy that posted the video on Youtube
