Stutter-Free Fixes and Smoother FPS
Since I am still seeing Steam users questioning/mentioning performance issues, I want to post what removed stutter and boosted performance for me. These include both a combination of fixes that others have stated in the past, in addition to some adjustments I made on one of my gaming PCs. I do understand that things like hardware, drivers, OS (and version) are also factors. However, I still want to provide solutions that more players can use to experiment with in solving issues on their side. Players that do not or no longer experience any issues may or may not find this info helpful, or even view it as new information to them. It may be helpful to mostly newer players.

These are the settings I use to get rid of the stuttering entirely from my end and for smoother (fps) frames per second:

game resolution: 1920x1080 (or whatever you prefer)
fullscreen - enabled
supersampling - OFF
texture resolution - very high
native upscaling - disabled
VSync - disabled
lock FPS - disabled
shading quality - high
object detail - high
shadows quality - high
particle quality - high
animation quality - high
temporal anti-aliasing - disabled
motion blur - disabled
anisotropic filtering - 16x

Nvidia Control Panel Settings:

(Note - You may still be able use Radeon Settings to make these further adjustments.)

Under a Ryse: Son of Rome profile, have power management mode set to prefer maximum performance and Vertical sync to VSync or even Fast sync. Technically, Fast sync is normally meant for frames per second that exceed over the refresh rate of the monitor, but just enabling Fast sync for Ryse can provide a workaround for the stuttering, resolve possible frame rate issues, and it is clearer on the image clarity versus standard VSync. Some players may experience an issue in Ryse: Son of Rome (which is not a new one) where the game stutters without VSync enabled, even if G-Sync or FreeSync are used alone.

Perhaps not everyone experiences the issue above with stuttering, but if anyone does, using Fast sync is a fix you can try for that, and may even help with frame rate problems, such as with frame rate consistency.

Some additional information:

Low Latency Mode is turned off. (Ultra low may be helpful to some as an option.)
G-Sync is enabled.
The frame rate is not capped.
Refresh rate: Highest available.
Fullscreen optimizations is enabled.

Hardware specs:

Ryzen 5 1600X
GTX 1060 (6GB)
16GB RAM (3200 MHz)
Storage drive: SSD
Nvidia driver: 445.87
OS: Windows 10 Pro (1809)

Adjust anything further that you need for performance visual preferences. Disabling TAA (temporal anti-aliasing) makes the game look less blurry and could possibly help further with preventing stutters. Ryse: Son of Rome is already using SMAA by default (which is all I needed.)

Furthermore, I also use this configuration line I learned through pcgamewiki:

sys_highrestimer=1

It is generally stated in pcgamingwiki (based on console variables provided) to be a method of improving frame rate. However if you should notice lower frames per second on your system or no difference, you can ignore using this option. To add this line, find system.cfg in the game installation folder. One quick way to get there is to right-click on a game and choose Manage > Browse local files and use notepad to open the text file. You can simply copy and paste the line in a space below all others. Click file and save.

Make sure to go to properties and set the text file to read-only, so that it does not automatically get overwritten.

currently getting 110-120 fps then drops to 40 in tight spaces, combat or entering new sections of the map. i'll will try this and update you & thanks!

Edit 2:

I only changed three things and it kinda helped
motion blur - disabled
native upscaling - disabled
Nvidia control panel - vertical sync to fast

Now its 120-140ish. its stable and no stuttering during gameplay except for entering new sections of the map. finally no more stuttering on combat!! . time to finish this game.

Just like to add, the "Low latency" setting is only available if you have a RTX card. I have a GTX 1080Ti, this setting is not available.

If you mean it does not show up, you may have to upgrade your graphics card driver. I can use the low latency setting on a GTX card under the Nvidia Control Panel.
