I'm glad I could help. Because I know first hand just how frustrating it is to have a gpu that should be able to handle this game easily at 60+ and yet only getting 30 fps for no real good reason, honestly I blame the developers, whatever it is they did with the engine that makes it get so poor performance on practically any gpu may it be amd or nvidia, but since they show no signs of ever fixing it we must find solutions ourselves.
This game's performance is very strange. Yesterday I fired it up for the first time and it was running great, no complaints. Today I update to the latest version of Windows 10 and performance dived off a cliff, until I switched on Ultra low latency in Nvidia control panel. So I suspect some kind of Windows background rendering changes gives it problems.
Disable VSync in game.
Go to the Nvidia control panel and enable Ultra Low Latency Mode for Ryse in the "Manage 3D Settings" tab and press Apply.
That works :-)
I remember reading about this, begs what exactly with Microsoft to background rendering changes, something with the queued frames as thats what low latency mode basically changes how frames are pre-qued before being sent to the gpu, and the update somehow changed the aspects in regards to this that had such a dramatic degradation in performance. I'm really just theorizing but it seems to almost be something in this direction, though I really like real information on what exactly is going on. Even stranger is that Ryse is one of the few games I tested that had such a dramatic difference in overall performance, I tested it on many other games that had no real meaningful changes expect for this one. So yes as you say this games performance is very strange indeed on that note.

the trick was to disable native upscaling in the graphic options. I instantly experienced a 10-20 fps boost.
