You also need to turn off FPS LOCKED in the options, if that is on the game is locked to 30 FPS like the console version.

I have just revisited this title, intending to actually finish it. I have a 1080Ti, and was finding the framerate atrocious as well, with constant dips under 60fps at 1440p resolution accompanied by microstutter.
I looked online and saw people were saying to run Origin in the background as it would massively increase performance. (Yes, Origin; EA's gaming platform.)
It sounded like nonsense, but I figured I would try, and guess what? It worked wonders! I'm now constantly over 100 fps and the game is very smooth for the most part. GPU utilisation went up about 40-50%.
So if you haven't tried that, I highly recommend giving it a go, night and day difference for me.

Most likely explanation is that your video card or cpu is overheating.
