You have to complete - Crystalline Dimension NM HC first - then Embermount NM HC and then you can do Omenak NMHC .. I believe that is how it works.

you can do crystal dimension on any difficulty easy no hard core will work fine to unlock the map

its been awhile but I think you have to win Omenak on nmhc to unlock Ominak nmhc survival
