Suggestions are generally editing .cfg to run in window, setting various compatibility modes ( (while that works for some people, I don't that that has ever worked for me with any software at all), and launching the .exe directly, not through Steam launcher.
The post a few down also has something about running DGVoodoo and some .dll file to fix a DirectInput problem.
If that doesn't work, then the only other thing I could suggest is maybe hunting down an older Windows installer (maybe XP or something) and running it in a VM? Might even be possible to copy the directory straight across to the VM installation. I dunno.
It's one of those very old titles that can be temperamental. I had it running on an older computer, using instructions I found in this forum, then later tried to run it on that same computer and had no luck at all. Just kept getting the JCM error. Installing now on a different computer to see what happens.
I played and finished the game. Hopefully it works for you too.
