Why isn't Call of Juarez: the Cartel on steam?
cant find it on ubisoft's uplay store either. I thought it was released for PC?

Looks like it got removed at some point.
probably cause it was total ♥♥♥♥♥♥♥♥
In short It was a very bad game and did not sell well then a licence expired, no renewal, no legal sales on digital store fronts. You might be able to grab a physical copy. I'm sure there is a stock pile of physical copies produced before the licence ended. Game very much ended up in the red for them.

ok guys thx for the info. I think it deserves a remaster since I liked the modern cartel setting, but it could have been done a lot better

Is it not? Try different search methods. If you search for (eg.) farcry, you'll find part 1, 3, 4 and so on, also all DLC's or whatever, but not part 2, on first attempt. That is, because it has a different release and is meant as special edition.

You find that throughout many game clients today. Another example you can find in the dead space series of origin. Similar differences are pointed out there. The player has to understand this, as given with reason.

In case you cannot find your title after all, you can alternatively search the steam db. With google, you can receive a webpage adress for your search on that db. It contains also pre-release versions of certain games and all dates on their expected (official) releases. If you don't find it there, it is definitely not on steam.
