Where To Find Legionnaires After Beating The Game?

Okay, I am at 99% completion and have only a few challenges left. But I have been stuck on 20/30 Legionnaires for the longest time! The only "bosses" that come out at level 5 Notoriety are the Arch Duke guys and sometimes Genki. Is there a way to make these guys spawn?

Legionnaires sometimes spawn at level 4, i think you have to keep your level at 4 for a time to get them to spawn, or it could be random like the archdukes/genki

Step 2: Kill Legionaires but leave Dex alive.

Step 3: Move away from Dex til he despawns and then wait for him to spawn again.

I already killed Dex a crapload of times, so I haven't seen him spawn in a long while.

Yeah some of my favorite Voyager episodes are the ones with Species 8472!

Anyway, I tried a modification of your original advice and it worked like a charm. I basically got my Notoriety up to Level 4 and pushed it so beween 1/4 and 3/4 of level 5 were active, but always calmed down and killed very sparingly so as not to get the 5 full levels. Anyway, doing this and super sprinting around the map as you suggested, the Legionnaires kept spawning every couple of minutes. So I was able to bang out the last 10 I needed over the course of the last hour by just keeping my Notoriety as stable as possible between level 4 and 5.

Now I have to finish another 45 Uuriel's Edge Kills and then I have to make a few hundred thousand or so in wages to upgrade the last 6 weapons and I will have my 100% completion.

Hey, what's the fastest way to make money quickly? I was thinking of replaying the Hard Hellblazing activity like 30 times because they are short, gold is easy, and they pay out decently.

Greed SMG fully upgraded. Kills husks too. Use vacuum stomp afterwards. It's faster than replaying stuff that's for sure.

In regards to the Legionnaires question that started this topic, I did find another method (it is NOT 100% reliable, but there's a very high chance of spawning) though you'd have to do some footwork to get it prepared.

If your'e at Notoriety Five, locate any of the amrshalling grounds and use it to teleport to any of the other locations except for Shantytown. If you wait at the bototm for a moment you'll hear the summoning cry of a Legionnaire. After you fell it, teleport yourself to another marshalling ground and wait for another legionnaire.

This is, however, NOT 100% accurate because of a couple things. I noticed that the Legionnaire only spawns on a road, making Shantytown and the secret area ineligable. Secondly, it has a tendency to spawn imps and/or a Dark Inciter instead.

EDIT: upon furhter experimentaion I did find out something interesting: the Legionnaires will have a higher chance to spawn IF there isn't any Dark Inciters in the area, so going from marshalling ground to marshalling ground is a good idea if you're having trouble with the Dex trick mentioned above.

Slight necro of an old topic but since it's the first result on Google, and I'm sure other people will still be playing worth doing. Based off what others have said, myself and a friend have just finished this challenge tonight and we've found that they spawn when the notoriety meter drops to 4 and a half, basically right in the middle bottom of the minimap. You need to get above that point and then run around to let it drop down again. They're not guaranteed to spawn at that point (I'd say about 80% of the time) but every single time they spawned was then. Then kill a couple of things and let it drop again. We each had 20 left to go and have managed all 40 in the last hour once we worked this out and were having one spawn every minute or so. The central city and starting areas seem to give better chances of them appearing (likely as Chamelion says above due to them having main roads)

I can confirm, they have a great chance to spawn when you have a wanted level of 4 to 5. I also see a spawn pattern, where - at this level - you get 2 Tanks, or a winged demon or the Legionnaire.
