Boat Upgrade missing

Hey! I want to get the achievement of finding all the Boat Upgrade but I am missing 1. According to different guides, there is one in the center of the map, just where we start the game, but that is not in my game. Anyone knows why?

I feel for you buddy!!!!! I'm missing one as well; t doesn't show up in the map. The boat upgrade down south next to the fair wheel is not there.
