I'm running a 1070, and will not have enough money for an upgrade by the time this game comes out. But I do have consoles. I hate playing FPS games with a controller, but desperate times and all that.

No, it means those cards don't get specific driver optimizations going forward for new games. Which is irrelevant because new games that come out are Dragon Age Transguard and crap like that

It means if anything gives your now obsolete gpu a hard time - basically screw your problems and jokes on you - noone looks after that old junk anymore, all the cool guys who do the stuff are having a party at RTX now
No, it doesn't mean that at all. It means the older GPUs don't get feature updates and "game ready drivers", which are irrelevant for old GPUs because they're not getting optimizations in those drivers to begin with at this point.
I have been buying 3D accelerator cards since 1995, so if you think you can tell me something about this, please, go ahead and spin on your head in front of everyone for our amusement.
