Strange fog/lightning problem on Siege: Part 2. Anyone else got this?

Hey guys, I have a slight problem on my PC with the fog/lightning effects on the level "Siege: Part 2". As you can see in my picture, there are some horizontal lines in the spotlight, especially when I move. The fog also looks a bit washed out and with some banding, as if there is some problem with my color settings. The transition between different shades is not smooth, which creates this oily, strange effect with the fog vs. the background.

I captured this in a video to ensure that it is not my monitor that's creating this issue, so now I'm thinking it might be my GPU (RTX 2080) or my color settings in some way. Does anyone else get this on this level? It looks fine on other levels as far as I can see.
