How to edit settings outside of the game

I was having an issue of when I would alt tab the game would freeze. So I read that switiching it to windows and or borderless would fix this.

I swapped it to windows and now whenever I launch the game it just freezes on the main menu and I can't open the settings menu.

Is there any way to change the settings without going in game?
