I can't say it makes much financial sense to buy a game you're not going to play right at release instead of waiting for a sale, but that doesn't mean people don't do it.
I'm not sure if Steam's database calculates the user base with anyone who purchased the game, including people who refunded the purchase, but if it does include both, that would also explain the numbers. I can't think of any games where there is a single achievement with 100% completion rate and very, very few can I think of that have achievements with over 85% completion rate.

I've finished too many games. I don't have much motivation to play games now. I'm mostly chatting, so I only play games occasionally. So far, I've only played "DOOM: The Dark Ages" to the 4th level. It's good compared to other games for me, but 70% of the games I bought are not played again... I'll play them when I want to.
