40-60fps no matter what settings I change.
Specs:
GPU 4090RTX
CPU AMD Ryzen 7 7800X 3D 8core
RAM 32GB

Completely puzzled by this since according to benchmarks it should run at 100+ FPS at 1440. No matter what I change, disable vsync, lower the settings to low, enable dlss with ultra performance, etc. The framerate is stuck at a fluctuating choppy 50-60fps in indoor/semi-large areas and 40-50 in large outdoor ones. Tried checking the nvidia control panel to see if it had the global framerate settings on but they're disabled, checked the windows display settings too to see if the hz of my monitor was correct and it was. I'm at the sixth level or so (the open one featured in previews) and the game seems to be perpetually stuck at 40.

Edit: To add to this post, I checked my GPU and CPU usage and neither seem to hit 40%-50% so that can't be it.

Not sure if it will help, but I've had a similar issue with Indiana Jones (previous version of the same engine) and having Low Latency Mode set to ON in the NVIDIA Control Panel was doing that to me as well.
You can turn it off for this game there, I think that any game that has reflex has issues with it on in some way or another.

The game set itself to low priority for me in task manager, i changed it and am getting 80ish fps on 1440p Low with a 3060ti and I7-8700k 32gb ram

Changing the .exe to high priority helped slightly, as in it went from 40something fps to 50, but it's still not anywhere what it supposedly should be.

That's weird, if you're only seeing around 50% GPU usage something is definitely majorly wrong. Few things you may wanna try, is clearing the Nvidia shader cache completely and then rebooting.

If that doesn't change anything, I would suggest doing a full DDU uninstall of Nvidia drivers in safe mode, and then do a clean install of the latest drivers afterwards.

Nvidia really has botched some recent driver versions up, leading to permanent issues like crashing or performance issues, depending on what recent Nvidia versions you have ran.

I also have a 4090, and recently had to do a DDU uninstall/reinstall to clear up several crashing issues. Will report back to you on performance in a bit once the game is out on gamepass, as I have a similar setup with the 4090 and 7800x3D.
Tried a fresh install with DDU and it didn't work unfortunately.

I'm having the exact same issues, no matter what settings I change its just fluctuating around 40-60 FPS and I feel as if I should be getting more, I know my specs isn't the best but damn man lol

EDIT:

may have a potential fix, I went to control panel and went to power options, under power plan I set it to High performance, mine was set to balanced, if High does not show for you there should be a drop down menu under hide additional plans.

Also

I went into my BIOS and disabled AMD Cool and quiet.

This has boosted and stabilized my FPS so far so I hope this helps some of you fine folks with similar issues :)

Thats weird. Your rig should more than capable.

I have a rtx 4070 laptop and it performs from 90 to 120 fps. Lowest 80 fps in 1440 low dlss ultra perf.

I have checked other recent game such as re4 remake and im hitting 120 - 150 fps with above graphic settings.

I suspect raytracing to be the major cause of perf issue. Just have to wait for a nexus mod to remove this creep and its an easy 50% perf bonus.

Trip report:
Updated my CPU drivers, which made the game start to crash on startup like the issue posted above and made me have to disable the onboard AMD video drivers (tried disabling them before updating but it caused no change in performance) to get it to start. Now after updating the drivers it seems to run slightly (keyword: slightly) better (as in 80s as opposted to pseudo 50-60), but it's still not good considering the hardware. I think at this point I'll stop bothering trying to fix it and wait to see if the inevitable performance patches change anything.

I've had issue with frame capping due to usb/Bluetooth device sound werid but unplug any controllers and usbs u don't need

Same issue here. AMD cpu, 4090 on linux. The game is tacked at 60FPS no matter what setting, it will not break 60.
