Can someone, please, direct me to the Config file

The first time I launched the game, last night, it launched fine. I was setting graphics settings, and it crashed. I have no longer been able to launch the game at all. It, 100% of the time, it crashes right after the "Photosensitivity Warning", as soon as it says "Launching" in the bottom right hand corner. I have verified, twice. Before I try redownloading 60+GB, I would like to delete the config file, and see if I can launch the game then.

Pretty sure its cloud synced and whatever I try cant get it fixed. Now stuck watching a cursor on black screen

I've already refunded, Bethesda said my i9-7940X isn't enough processor to run it. But I tried to uninstall/reinstall, to no avail, same issues. You might be right, and I wish I would have tried this before refunding, as something really doesn't make sense, given the game launched fine, until I made some graphics settings changes, and then boom. Have you tried turning off Steam Cloud? There has to be a config file somewhere, and it isn't in the Steam User folder, as I deleted the entire profile directory, and it still happened. If it is cloud sync'd, that would make sense why it didn't work.

I still believe that if I could have deleted that config file, the game would have run just fine, I think I set something it didn't like in the graphics, and it hosed it from there.

Yep, that is where it is, even though I refunded and uninstalled, that folder is still there. Maybe someone else can see if it works for them. I'd hate to have the Valve folks have to refund me a second time, and I'm certainly not going to spend $110 on a game I can't play. Thank you, so much, for the assist. C:\Users\****\Saved Games\id Software\DOOMTheDarkAges\base\ config is there but is for key bindings. I erased it and still get the out of video memory crash at launch

I got crashes after enabling frame gen. I fixed the crashes by renaming "amd-ffx" folder. This did lower my performance, but I was able to disable frame gen. Then I undid the renaming of "amd-ffx" folder and the game's running at 80-100 fps with mostly medium settings with upscaling set to quality.
