I haven't seen any Vulkan games that can use FSR 4 yet. I would hazard a guess that AMD haven't written a Vulkan version of it yet.

yeah, i know about Optiscaler, and while i'm using it for Cyberpunk 2077 (GOG) and it's great... it seems that in the latest version there's still no FSR 4 support... still great performance but... it wouldn't hurt having it

Damn. Honestly the current FSR looks better and sharper maxed out than the native resolutions blurriness. Last I checked FSR still borked for silent hill 2. Not hating on AMD but it is getting annoying.
