It's a separate file. Not in game

Check in your library but you need to filter games and soundtracks not games only.l it will show up as a standalone app you need to download and launch (around 16gb)

On the top left of the Steam library page, select tools, and it's in there.
It's 16GB, and when you launch it, it starts the digital artbook.
The soundtrack is in the install folder as .wav files.

I still can’t find this anywhere. It’s not even listed on the soundtrack section to purchase. I can’t even find the tools section on my steam app. It’s driving me crazy.

thanks i noticed the ad in the game for premo ed. but, already have it and the games link just takes me to steams store home page. i got wondering well what the heck and wheres my premo ed. Wonder if they know how to get it to show the area you describe instead of somewhere unrealted? None the less, im not paid enough by them to help fix their ad besides this. (the ad for something i own is kinda annoying tbh) but yeah anyways thanks again
