You can totally sell it, redeem nvidia code on GFE > get Steam code > sell Steam code.
They could've started the offer maybe not 5 minutes before the game came out by which time everyone bought both the game and the GPU, this promotion was a slap in the face.
What you describe is how it worked several years ago. Yes, there were times when you could do that. Not anymore.
Yes technically you could sell it and activate it for your buyer. But that needs a hell lot of trust which i hope no sane person in the universe would have towards a stranger on the internet.
