Worrying about Cores/threads
kind of makes me worried because the game requirements are required with 8 cores.

But I have 6 cores (I5-12400F), can I still play it without any issues?

You'll be fine, 12400F outperforms 3700X in gaming for example and that's a minimum requirement, the cores/thread requirement isn't hard set. Your fps lows won't be as good as if you had an i7-14700K of course, but if you have a decent GPU 90% chance you'll be able to get 60+ FPS without issues. That said, 12th gen CPU's are dirt cheap these days, as they are being clearanced. i7-12700KF can be had for $150 USD for example, so you could easily do a CPU swap and have the recommended CPU here.

I think you'll be fine yea. As long as you aren't expecting super high FPS, it would be extremely odd for any AAA 2025 game to be so demanding with the cores/threads that i5-12400 + RTX 4070 can't even do 60 fps. If you are playing at 1440P or 4K you'll fare even better, as the CPU won't limit as much.
how about the 650w PSU? thats most concerning to me.
Why would your PSU affect how the game runs? Unless you are buying this system and asking if that's enough for it. In which case it should be yea, unless you got tons of crap plugged in.
