Random Performance with low FPS

This game is broken in so many ways, though I still love it.

-The inability to remap some keys correctly.
-Limited keybinds to access shortcuts like the map, Bestiary, Challenges, specific weapons, etc.
-A forced weapon wheel/swap button.
-Why even confuse players with an ultra setting that cannot be used?
-The menu interface is terrible. Doom Eternal has a much better and more appealing interface.
-A lack of mission replay options with new weapons and newly purchased abilities.
-HDR is as broken as it was in the Dark Ages.
-Don't even get me started on forced ray tracing. Doom Eternal ran at over 120 FPS at native 4K even with RT enabled. This looks like an Nvidia bootlicking release to shove FG down our throats.
-Random Performance - This is what concerns me the most: My system specs are - i7 13700k, 4090, 64 GB RAM, GeForce 576.40. Sometimes when I boot up the game, it starts with almost half the normal FPS. For example, a normal run gives me almost 100 FPS at 4K with DLSS set to quality. However, randomly, the next time I start the game with the same settings, it delivers less than 70 FPS. The same goes for native 4K, without DLSS. A normal run gives me 70-80 FPS, but broken runs drop to 40-50 FPS. I've changed every setting, and nothing fixes it. The only resolution is to restart the entire system. What kind of optimization is this?

I'm glad I'm playing with Game Pass. If it were a Steam purchase, this would have been an instant refund until these issues were fixed.

I'm also experiencing random performance issues whenever I start the game up. The first time it was at 140, then down to twenty, then up to 60, now down to 20.

Its odd I have never played a game that's given me such a perfectly steady and even framerate.

game does not load the cpu more than 38% and the gpu is not more than 38% ,only one game did this on my PC-returnal
