For some people, the game launches in borderless windowed mode — this caused the issue for me.
Here's the fix: Right-click the game in your Steam library, select "Properties," go to the "General" tab, and type -fullscreen in the "Launch Options" field. This will ensure the game starts in fullscreen mode whenever you launch it.
