Expedition 33 released recently, is a turn based rpg and is on Gamepass. 130.000 on steam.

But in all honesty this game is a bit niche and never likely to be a major blockbuster on PC. Doom eternal only made 100k concurrent users at release, which then dropped like a stone.
Add to that a high price tag and relatively small replay-ability with a fairly short campaign and many will have decided to wait for a sale.
None of which means I don't think it looks and plays well and it certainly performs very well on my PC, but things like high price, high requirements and being a bit niche will all impact sales and the world wide release schedule will also flatten out the usual sign wave a little.
Caring about player numbers is clown-tier. Just play games you enjoy.
Bro y'all have had 7+ years to upgrade to a GPU that supports ray tracing on even the most basic level. The only people that need to learn from this are you.
I would say turn based RPG games are currently less niche on PC than this type of FPS to be honest.
