Yes, idSoftware published the original Hexen and Heretic. That's all. The sequels were published by Activision and they are the ones that own the IPs.
And indeed, Microsoft owns Activision and Raven. So again, it'd be more relevant to ask this on the forum of a game developed in part by Raven and published by Activision.

But, to actually respond to your unqualified question: re-why bethdefense, they just released basically full mod tools and asset packs for Doom Eternal yesterday.
So your bros at damubatheersda-id just went completely against the modern trend of taking stuff away from fully cycled products and/or abandoning them and doubled down as hard as they could on it. And rumor is they're considering making TDA easier to mod as well right out the gate.
Maybe someone will build you a Hexen III with mod tools?
