PC and Wii version have split-screen only for 2 players and X360/PS3 versions have split-screen probably up to 4 players. [Sorry for my English.]
Maybe Disney lowered the graphics because it is a "kids" game. Most families don't even go for gaming PCs, so maybe they lowered it so it could run on your $300 budget PC at the time of release.
Worth noting the PC version was Amazon only for the longest time too. I wonder if this has SecuROM on top of Steam as that did have SecuROM from what I remember reading. So far the Steam page says nothing about SecuROM.
Reading SupaChigga's review I find it interesting the game was outsourced. The first Cars game was ported to PC by Beenox if I remember from the demo, from the looks of it and what I played, that was done properly.
Sad, I bought it on disk for my nephew and was disappointed.
Will still end up buying it again though!!
'(...)Players can race against friends and family in either single or multiplayer modes with up to four players to unlock challenging new tracks, characters, events and thrilling spy missions. The DS version will also include exclusive global locations not seen in the film. '
Up to four players? Is it false advertising (or just big mistake)? PC version is only up to two players and has worse graphics than screenshots and gameplay parts from trailer on Steam store page (which are - screenshots and gameplay from trailer - probably from PS3/X360 version). Why text about PC version have info about DS version? [Sorry for my English.]

Please, look at Steam Store page about this game:

PC version of Cars 2 is probably port or conversion from Wii. PC version probably doesn't have as bad graphic as Wii version but PC version still have worse or a lot of worse graphics than PS3/X360 versions. Somebody wrote that PC version '(...)looked just like it only at higher resolution (Wii is 640x480)(...)'.

It could be Disney's marketing too. I just looked at my Wii copy of the game, and surely enough it has the same Xbox 360/PS3 version screenshots on back of the case, on the Wii version. The Wii version isn't that good graphically, even though the same game is there. Also worth noting the Wii version supports four players.
I'm glad to see Cars 2 on Steam as one of my favorite games. In all seriousness, the descriptions and screenshots should be fixed to show the version that people are really buying.

So still - PC version has split-screen up to 2 players (not up to 4 players as described on Steam Store page) and worse graphics than screenshots on Steam Store Page and gameplay from trailer on Steam Store page.
PS I add similiar message to this post about my mistake and still worse graphics and split-screen only for 2 players etc. to the same Steam Support Ticket.
I'm glad it still has the core game elements at least. That alone, I may get this for my Steam library during a sale just to have access to it on my computer.
I still think they used the Wii graphics for lower-end PCs. Most families don't buy PCs with gaming in mind, unless someone in that family is a PC gamer, knows what to look for, do their homework, or even build their PCs. I think it's low-end enough to run on an average computer at the time of this release I guess.
Whoever added and wrote the description and screenshots should do a total re-write of the page. Misleading people thinking it's 4 players and has outstanding graphics is wrong. Glad you added to it.
Edit: I want to add, the page still advertises "World of Cars Online". I played this with a free subscription code when I got the game on DS years ago. The game was shut down in early 2012, why advertise it if it doesn't exist anymore... http://en.wikipedia.org/wiki/The_World_of_Cars_Online
