Flushee is only the intermediary publisher to bring this game to Steam and other platforms outside of Hooligapps.

Like I mentioned earlier, Hooligapps is both the name of the website and the publishing label which Flushee uses to release its adult games on its Hooligapps website.
Since Steam is separate from Hooligapps, it uses the Flushee name (the owner of Hooligapps website) instead, acting as an intermediary between Hooligapps and Steam.
While Dirty League is also on Nutaku, like Town of Sins, in this case Nutaku is not the one publishing on Steam, that's why Flushee name is used.
Whether Hooligapps is the full developer or just an affiliate developer, I do not know.
Here are some proofs that Hooligapps is an imprint of Flushee LTD.
1) Dirty League is on the Hooligapps website
2) Dirty League is on Hooligapps Discord server
3) On Dirty League website, there is a link at the bottom to Hooligapps website
4) Hooligapps's and Flushee's registered physical addresses are in the same location at Irodi Attikou, 8A, Lakatamia, 2332, Nicosia, Cyprus
5) If you go to Hooligapps website and visit its policy or terms pages, you will see Flushee is used to represent Hooligapps
Discord is fine and all,but if you plan on selling or promoting your game on steam,you should have some presence there aswell.
No surprise, considering the same Hooligapps developer did not even bother to reply to crucial questions in the 6 months Town of Sins was on Steam store before it released, even though the developer's official Steam profile was displayed as Online every day or at least every time I frequently checked.
When Town of Sins released with negative reviews, that same developer account criticized the negative reviews due to important info not being foretold, but got scolded by me when I said the developer had 6 months to reply but just chose to ignore all the questions asked.
Game release changed,and as expected,without any notice about it on steam.
