There's also a User List, which may be based on the alphabet or phonetics. There's ten users a page, and 649 pages at the moment. So you can scroll through users to find users who you like their art but don't post often.
However, Congrats to Fontes! http://www.portalgraphics.net/pg/ He is on the front page with several works. These works rotate based on popularity(of recent views?), so if any of them stay up for awhile, it's an achievement. He had 186 views on his Master Archer, 186 views with his Pope Battle XIII, and 198 views on his Orella Resin Statue. And, now, because of Fontes, we know the forum is exactly what it is presented to be. Fontes has proved the forum is fair and does not lean toward a language. Thank you, Fontes.

It's simple, find art you like with a little film strip icon visible. Download the event file and see if it's opens in OpenCanvas. If it does, then watch the tools used, their settings, and how the layers are used. Event files that don't open are probably from very old software. And, no, there is no English forum, besides some fans on DeviantArt. The official forum is the only forum.

That thing's a bit more like DeviantART than an actually interactive community, though. Sure, you can leave comments on pieces and send PMs, but no forum or anything.
Unfortunately... Not only is the OC community still kind of small, it's also considerably scattered (This Steam forum, DeviantART, etc.). There's no one dedicated place, and it doesn't help that PGN only has a support forum on the japanese page. I did think of making an OC-focused forum myself, but then again I keep wondering if enough people would join at all to begin with. It's a bit of a dilema.
So... at least for now, you can consider this Steam forum the "de facto" OC community. You do have some tutorials if you scroll a bit to find them. There's an OC group here on Steam, which unfortunately isn't very active.
An OC community site would be great idea, if like you said there are enough people that would be interested in having one created.
The only way to know though is to ask so I created another post on this forum titled "Would you like to have your own Open Canvas community site ? yes / no"
I am interested in possibly setting one up if there is enough interest in it and would welcome your help.
I am not very artistic myself but I have been wanting to learn how to draw and I think that the best way to learn is by watching and repeating what other people do so being able to download and use these event files will be a great way for me and others like me just starting to learn how to draw.

i checked deviant art ... it seems like most poeple are using 1.1 because its free and got a draw together featue
also most of the tutorials / files are 9-7 years old ... so the community seems to be rather dead :(
this is kinda sad because the event file feature sold this software instant to me ... but yeah i think ill go with this japanese site for a while then + try to produce some cool "how to draw" event tutorials myself
