SKill points and vaccine progress anyone got tips on how to get 100 percent for it I tried 10 times and one time on easy to see if I missed somthing

The few normal runs I did my whole squad had skill points but when I tried to give them more skills it showed that I used them but my men still had a level up icon so is this a bug or something because I made sure to get exp bonus so they level up faster, for the vaccine progress the highest I got was 80 if anyone knows what I missed let me know

U can forget about 100% skill. There is this 1 attached that add more exp. U can go for that.
As for cure, it lucky. Take it everytime U trigger random event.
Next explore to add 1 day for each decon stage for more chance. Go lab 1 to 3, must do hospital and clinic. Library help too.
