It increases the angle the shot deviates from the laser.
You can test this quite easily yourself: put some rails on a hoverbot. Hover at max height and shoot - you'll see you literally cant aim them.
Then hover a bit lower until your crosshair normalizes and shoot, and notice every shot has 100% accuracy.
The game doesnt care at what height you are, you either are touching the ground or you suffer a 60% accuracy penalty when using rails.

But I cannot not take his word for it, I mean come on, you want to tell me that he did THAT good running on lucky shots alone? man that guy must be a leprechaun or something.
I abstained from calling cheats on these guys, but I'm certain that there's something that they're doing that isn't about being lucky, a particular bug, exploit or a way of building so that they can shoot railguns from the air.
