The problem with this argument is that it's not always easy to provide evidence, and it's not very hard to fake evidence with a little bit of digital editing knowledge.
Calling a cheater publicly a cheater is just stating a fact. Calling a pervert publicly a pervert is also just stating a fact, but in many places, it's illegal to call someone a pervert in public before they've been proven guilty. It's against the rules of many forums to "name and shame" because while the developers and/or publishers can get involved to investigate the incident, there are reasons for them not to publicly share their verdict and the offender's punishment.
I could come on here and say "I was in a match with a guy and it was a tier 1 match and he had tier 10 plasma guns all over this massive 500+ block spaceship thing. His name was "The Grid Surfer". I could make a plausible story, provide video evidence created by blending a few close-together fliers into one machine and writing your name above the result, or by taking a tier 1 design and attaching a huge tier-raising pillar of wasted parts just to have them blasted off at the beginning of the match. When I get spotted and destroyed by a legit tier 10 design, I can post footage of it and paste your name right there and pretend I had always been this poor innocent tier 1 machine that players see before them. I could have a friend (or alt account) post in my thread supporting the story and saying "I saw it too!" but none of that makes it true.
It's really, REALLY easy to fake a cheater, and it's really easy to publicly denounce someone you don't like with that easily-falsified evidence. Starting public witch-hunts for players you don't like is probably easier than starting a legitimate investigation into a hacker.

this is the same user, im not saying his name and im not here to try to get him banned because i hate him, i dislike him because he is hacking the game, cheaters arent fun, if you've experienced a cheater you would know this :P
i haven't played a single match with him, nor do i have any friends helping me out on this, im all alone on this thread, but he is hacking the game, and he is posting hacks on youtube, i managed to get his name, he failed to edit and caught his name
he is also planning on releasing a game breaking bug
He didn't want to show his name on the youtube videos, he blacked it out, but i paused the video a bunch of times, as fast as i could to get to a point where he didn't put the black "paper" on the name, thats how i got the name
